THE PLEDGE OF ALLEGIANCE WAS RECITED.
MOTION BY JILKA, SECOND BY ANDERSON TO APPROVE THE MINUTES FROM THE FEBRUARY 08, 2016, MEETING AS SUBMITTED. CARRIED
MOTION BY ANDERSON, SECOND BY JILKA TO APPROVE THE TREASURER’S REPORT AS PRESENTED. CARRIED
COMMITTEE REPORTS
PUBLIC WORKS- TRUSTEE SWENSON STATED THE COMMITTEE MET BEFORE THE MEETING AND HE HAS AN AGENDA ITEM.
THERE WERE NO OTHER COMMITTEE REPORTS.
DALE PRESENTED THE BOARD WITH QUOTES TO PURCHASE TWO NEW LAWN MOWERS. DALE STATED FOR THE PAST 6 YEARS THEY HAVE BEEN DOING BUSINESS WITH MEDFORD FARM AND HOME CENTER. THEY HAVE THE BEST WARRANTY AND IF THERE IS A BREAK DOWN THEY WILL COME GET THE MACHINE AND BRING UP A LOANER FOR OUR USE. THE OTHER QUOTES DO NOT OFFER THAT OPTION.
MOTION BY SWENSON, SECOND BY KNAACK TO TAKE DALE’S RECOMMENDATION AND PURCHASE TWO X-MARK LAWN MOWERS FROM MEDFORD FARM AND HOME CENTER FOR $11,978 INCLUDING TRADE-IN OF OUR MOWERS. CARRIED
DALE REPORTED ONE OF THE SAMPLERS AT THE PLANT WENT OUT AND IT NEEDS TO BE REPLACED PER OUR DNR PERMIT.
HE RECEIVED A QUOTE FROM CRANE ENGINEERING AND KELLY BLUEBOOK.
MOTION BY ANDERSON, SECOND BY JILKA TO PURCHASE A SAMPLER FOR THE PLANT FROM CRANE ENGINEERING FOR $5,588. CARRIED
PRESIDENT ESTERHOLM SET THE DATES FOR OPEN BOOK AND BOARD OF REVIEW. OPEN BOOK WILL BE HELD ON APRIL 19, 2016, FROM 4-6 P.M. AND BOARD OF REVIEW WILL BE HELD ON MAY 12, 2016, FROM 5-7 P.M.
RYAN HOSCH, FROM AYRES ASSOCIATES WAS PRESENT. HE STATED THE VILLAGE’S LMI LEVEL IS AT 68% AND WE WOULD QUALIFY FOR A CDBG 50/50 GRANT ON PROJECTS UP TO $500,000. THE GRANT DEADLINE IS MAY 2016 AND AYRES WOULD WRITE THE GRANT FOR THE PROPOSED STREET PROJECTS. IF THE GRANT IS AWARDED THE BIDDING WOULD TAKE PLACE IN THE SPRING OF 2017.
MOTION BY ANDERSON, SECOND BY KNAACK TO APPROVE THE CONTRACT WITH AYRES TO APPLY FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT. CARRIED
LAURIE PRESENTED THE BOARD WITH A LETTER FROM BRUCE MARSHALL, VILLAGE ATTORNEY REGARDING THE ADAM’S CDBG LOAN. THE TAX LIENS AND CIVIL JUDGEMENTS EXCEED MORE THAN $100,000 ON THE PROPERTY AND HE IS RECOMMENDING THE VILLAGE START THE FORECLOSURE PROCESS.
MOTION BY JILKA, SECOND BY ANDERSON TO TABLE THE FORECLOSURE ON THE ADAM’S PROPERTY UNTIL FURTHER INFORMATION IS AVAILABLE. CARRIED
MOTION BY SWENSON, SECOND BY KNAACK TO APPROVE EXPENDITURES. CARRIED
